1. INTRODUCTION

The intent of this mobilization plan is to represent the general sequence on how the project will commence. This involves the number of personnel, equipment’s and materials. However, this plan summarizes the proposed methodology for executing various phases of the site. This has to do with the integration of personnel, equipment’s, materials, and the use of the site for staging, stockpiling and other activities, and security.
Upon Close of Contract the Contractor will establish a Contract Mobilization Team led by the current Project Manager to develop and coordinate all contract mobilization tasks. This will avoid the requirement for a handover. The Contract Mobilization Team will prepare a fully developed and detailed Mobilization Plan. The Mobilization Plan will indicate how the contract will move from Close of Contract to Service Commencement Date. At Notice to Proceed to site, Project   Manager starts to oversee the Construction Contract. At that point the Operations Team will take over the contract. From time to time it may be necessary to change individuals in the team or to introduce new staff. Any changes in staffing of the team during the mobilization period will be clearly written to the client’s representative via email.

2. MOBILIZATION PLAN SCOPE

The Contractor will appoint and maintain a Mobilization Team for the duration of the Project until the Service Commencement Date. It will be made up as a minimum of:

  • Project Management and Construction department to provide resource by means of technical support on engineering and construction considerations in relation to the Contract; and
  • A Maintenance Manager to assist with resolution of any technical issues.
  • Specifically, the Mobilization Team will work closely with the Project Manager to effect mobilization of the Contract to:
  • Provide a smooth hand-over from all existing arrangements and activities leading up to the Commencement Date.
  • Agree a set of activities with the client for all significant events during the mobilization period.
  • Identify and work with activity specialists within the Contractors’ organization to ensure all appropriate policies and procedures are put in place in a timely and complete manner to ensure compliance with all aspects of the Contract obligations. The Contractor will provide the client with an adequate notice to existing sub-contractors where appropriate.

3. MOBILIZATION TEAM

The Mobilization Team will be organized by work stream.

3.1. Project Management

ABC will be Project Manager of the Mobilization Team, leading the construction of civil infrastructural facilities project through Close of Contract, the Planning Application and Permit Application for Service Commencement Date. He is familiar with all work streams in the project. Mohammad Murtadha Project Engineer will undertake the day to day project management of construction.

3.2. Planning and Permitting

Plan has been prepared in coordination with the HSE plan, transportation/ consolidation plan and Dust control plan.
Upon authorization to proceed, mobilization activities will commence. The construction and set-up of the primary support/staging area of the project will take place. The west end of the site will be utilized as the primary support/staging area.
The primary support/staging area will be utilized to stage (2) excavators, (2) Bulldozers, (4) dumpers, (1) Diesel truck and (1) Low bed.  South end will be utilized as a temporary employee/visitor parking area, while the east end and the centre as an excavated impacted fill stockpile area, a material staging area, a clean backfill stockpile area, and a stabilized construction entrance will be constructed.

3.3. Technical Team

The Technical Team will continue to be led by the Project Manager in the Project Management and Construction Group. The Project Engineer assists the leader by working closely with the Project Consultant and client’s representative. Maintenance Manager-Operators Maintenance ensures that all equipments and machines are in order and is responsible to the project Engineer.  

4. ACTIVITIES WITHIN THE MOBILIZATION PLAN

4.1. Staff Recruitment

Recruitment of staff shall meet Iraq Local content requirement with Iraq Employment Bureau.

4.2. Procurement of Equipment

All procurement will be carried out in compliance with the Contractors procurement policies and methods.

4.3. Securing Consents

Alsoqoof Building Contracting LLC shall apply for and obtain Consents in its own name to carry out the Services in accordance with the Detailed Project Programme. As part of the preliminary arrangements the Contractor will liaise with the Client and the regulatory bodies accordingly to ensure that it is provided with all necessary data and information to enable application to be made to the relevant authorities for required Consents.

4.4. Transfer of Records and Documents

Prior to the Contract Commencement Date, Alsoqoof Building Contracting LLC shall establish a local project office, from where it will administer “a transfer of records” programme; subject is always to relevant data protection principles, where applicable. The Contractor will, as part as the overall mobilization plan, make arrangements for all relevant records, drawings, licenses and relevant certificates applicable and dedicated solely to the Project to be made available in order to arrange a smooth handover. The Contractor will ensure that from the early stages of the Contract, the flow of information and data is effective, accurate and auditable, so that informed management decisions can be made and Contract Key Performance Indicators, correctly reported in a timely manner.

4.5. Timescales and Key Tasks

Key Project Dates will be as indicated in Work Schedule to the project Agreement and which makes reference to the activities mentioned in this Mobilization Plan. A clearly defined programme for the startup of the will be developed in consultation with the Authority

4.6. Minimizing Disruption to the Public

The Contractor will provide an effective and efficient mobilization/transition plan, formulated in such a way as to cause minimal disruption to the general public, who are the end users of the services in question.
